Mr. O'Connor
explained that his home is located in a General Business District and
because of the zoning he is unable to add to his home or even build a
garage. He tried listing his home for sale so that he could move to a
larger home and the real estate company told him that the mortgage
companies would not provide a new mortgage on the property because it
has a non - conforming use. At this point he is asking that his
property be rezoned so that he can either enlarge the house or sell it
to buy a larger house. Mr. O'Connor noted that only four residents in
his area did not sign the petition.
Mr. Reinert and Mr. Hawkins told Mr. O'Connor that they had never
heard of a situation where a lending company had refused to issue a
mortgage on a non - conforming property. Mr. O'Connor noted that one of
his neighbors had sold his property last year and the new owner must
have obtained a mortgage. However, he is being told that lending
institutions will no longer mortgage non- conforming property. Mayor
Benson gave a brief account to Mr. O'Connor regarding why that
particular area was zoned General Business and noted that it has had a
commercial zoning since 1961.
PAGE 1
117
