Mr. Tautges said the overall picture regarding the <br />General Fund was 100% improved over four years ago ard recommended <br />that the Council continue building the reserve balance in this fund. <br />He noted that the City is in a ve1'y sound position but noted that with <br />a funding partner such as the State of Minnesota, the City should <br />remain cautious since the State can change its rules anytime. He <br />further suggested that the City let the legislature know its funding <br />needs. <br />Mayor Benson thanked Mr. Taugt es for coming this evening. <br />FIRST READING OF ORDINANCE NO. 17 -- 87, CONCERNING BUILDING STANDARDS <br />IN COMMERCIAL AND INDUSTRIAL DISTRICTS <br />The Council at the July 27th meeting instructed that the proposed pole <br />barn ordinance be amended by Mr. Schumacher and Mr. Miller the City <br />Planner. Mr. Miller has prepared a list of eight changes and in his <br />memorandum to the Council dated July 31, 1987 explained what these <br />changes will accomplish. Mr. Schumacher did outline these changes for <br />the Council. ,Mr. Kluegel said he would not have a problem with t1.'; <br />changes. Mr. Bisel noted that this proposal would allow existing pole <br />structures to be increased by 50% and the Council could require <br />certain enhancements to be made at the time it is enlarged. He also <br />asked if this ordinance will improve the type of construction in Lino <br />Lakes and how will this improve the business climate? Mr. Schumacher <br />said this probably will not be known for four or five years. <br />Mr. Bisel moved to approve the first reading of Ordinance No. 17 - 87 <br />and dispense with the reading.
