Mr. Schumacher explained that_ he has not_ had a chance 1 <br />review the proposal. <br />Don Baclter, 11251 National Street, explained That illaine is trying lo <br />avoid making the environmental study by proposing two sites breaking <br />up the proposal into ;item so that a study would not be required. <br />Blaine is sayin . that the second site is only an extension of Lochness <br />Park when in fact it will be used for additional parking. <br />Pam Maas, 10211 National Street, noted that this facility was proposed <br />for Savage and was not approved for that location. The area citizens <br />are now being notified by means of a flyer in their mailboxes. <br />Mayor Benson asked the citizens to contact Mrs. Langfeld and the City <br />will do the same. This proposal is being forwarded to the City <br />Planner and then will be brought to the Planning and Zoning Board. <br />CONSIDERATION AND REVIEW OF THE 1986 AUDIT - ROB TAUTGES <br />Mr. Tautges presented the 1986 audit to the Council and reviewed the <br />management letter noting areas of concern and areas of improvement. <br />He noted that 720 of the City's receipts come from either state or <br />federal sources. He suggested that the City closely monitor all <br />legislation that would affect these funding sources to see that the <br />are protected. <br />Mr. Tautges suggested that the City establish an investment policy. <br />This policy would address investing parameters in relation to <br />security, liquidity, yield and risk. Mr. Reinert asked that Mr. <br />Schumacher and Mr. Tautges put together a presentation for the <br />Council. Mr. Schumacher said he felt this was not high priority since <br />there is not much to invest. Mr. Reinert said this City should make <br />all investments count and a policy would give firm direction on the <br />matter. <br />Other matters addressed by Mr. Tautges were accounting for assessments <br />to provide assurance that all assessments are properly placed on the <br />tax rolls and received in a timely manner, monitoring property tax <br />collection and possibly increasing the maintenance allotment from the <br />MSA funds. He said the City is moving in a positive manner regarding <br />the General Fund in that the fund balance continues to grow each year <br />and grew significantly this past year. <br />Mr. Reinert noted that there were a number of summary items addressed <br />in the management report and suggested that the Council hold a special <br />meeting to address these items. Mr. Schumacher said that the staff <br />has already started to -implement some of the suggestions but a special <br />PAGE 3 <br />1 <br />
