Mr. Volk recommended that speed studies Le conduct <br />on these streets and then post them accordingly. All other streets <br />would :fall into the urban classifications and the speed limit would <br />automatically be 30 mph. <br />Mayor Benson asked if the costs of speed signs could be billed to the <br />contractor of a new subdivision. Mr. Volk said this is now the <br />procedure, however he is concerned about collector streets and asked <br />for a policy on these already established streets. <br />Mr. Volk also explained that the Police Department would like to see <br />these streets posted so that drivers will know the speed limits and <br />there will not be such a problem when tickets for speeding are issued. <br />Mayor Benson asked Mr. Volk what he wanted in the way of direction on <br />this matter. Mr. Volk said he agreed with the MnDOT letter and <br />recommended that the Council adopt a policy for streets that fit the <br />state guidelines for 55 mphs. <br />Mr. Bisel moved to authorize a speed study on rural, arterial and <br />collector streets in Lino Lakes. Mr. Reinert seconded the motion. <br />Motion carried unanimously. <br />FIRST READING, ORDINANCE NO. 18 -- 87, AMENDING TREE DISEASES <br />Mr. Volk _introduced this Ordinance and noted that the Council had <br />received a copy that highlighted the proposed changes. He noted that <br />there is no longer state funding for removal of diseased trees and <br />property owners will now have to bear the costs of removing disease <br />trees. <br />Mr. Reinert moved to adopt the first reading of Ordinance No. 18 — 87 <br />and dispense with the reading. Mr. Bisel seconded the motion. Mr. <br />Bisel was concerned about the fine imposed for transporting diseased <br />trees. Mr. Hawkins explained that the local forester will have to <br />make judgement calls regarding fines. If the violation is flagrant, <br />the fine should be imposed. Also only a portion of the fine can be <br />imposed.
