COUNCIL WORK SESSION AUGUST 24, 1987 <br />of the size of the lot. He felt this would not be fair since Molin <br />Concrete would pay the same assessment as a one acre residential lot. <br />He suggested assessing by the front foot and limiting the depth <br />footage to 100 or 150 feet. In this manner everyone would pay the <br />same rate. Mr. Stahlberg called this an area assessment. <br />Mr. Marier said commercial or industrial areas use the street in the <br />operation of their businesses and suggested that they be assessed at a <br />higher rate. Mr. Stahlberg said he would look at a storm water <br />run -off factor in determining the assesssment rate for each area. <br />Mr. Schumacher said that this is a state aid project and noted that <br />what the Council sets as a procedure for assessment on this <br />improvement may set precedence. He asked if the Council was <br />considering assessing for a portion of the street improvement even <br />though it was covered by MSA funding. Mr. Marier reminded the Council <br />what these residents were told at the public hearing and felt this <br />could not be assessed. <br />After further discussion, Mr. Stahlberg asked if the Council would <br />look at the following as an assessment policy: <br />Storm Water Drainage: Assess on an area basis using front foot - <br />footage by 150 feet from the street right -of -way. The rate of <br />storm water run -off will be used to determine the factor for re- <br />sidential (single family & duplex) and commercial and multifamily <br />rates and possibly a third rate for agricultural property. <br />4th Avenue Street Improvement: There will be no assessment for <br />4th Avenue itself. However, in the future, state aid roadway <br />improvements will be partially assessable. <br />There was discussion on how other cities assess MSA improvement <br />projects. Mayor Benson asked Mr. Schumacher and Mr. Stahlberg to <br />check assessment policies in other cities and then draft a proposal <br />for the Council to consider. <br />The meeting adjourned at 7:12 P.M. <br />These minutes were considered and approved at a regular council <br />meeting on August 24 1987. <br />4411trili° <br />/4,(4kkjii/j\dill.M1 AIKAr.,Ar4-.1 <br />MA IL G'.
