- 01 010 <br />COUNCIL MEETING <br />September 8, 1986 <br />Page Eight <br />ICONSIDERATION OF RESOLUTION #36 - 86, REQUESTING REIMBURSEMENT FOR <br />NON - ALLOCATED SAC COLLECTION. RESOLUTION #36 - 86 <br />Mr. Schumacher explained that presently the City is requiring the <br />payment of SAC for every new building permit issued in the City in- <br />cluding permits that are issued outside of the Urban Service Dis- <br />trict Area. Metro Waste Control Commission (MWCC) has been study- <br />ing their policy on the SAC fees for hooking up to the Metro Sewer <br />(SAC) and considering the possibility of rebating to the City all <br />SAC collected outside of the Urban Service District. <br />Resolution #36 -86 is requesting that MWCC seriously consider reim- <br />bursing Lino Lakes for all the SAC it has collected through the years <br />where there is not likely to be sewer in the near future or possibly <br />never. If the MWCC does adopt this policy Lino Lakes should receive <br />close to $400,000 in rebates. The Council would have to formulate a <br />policy as to where these funds would go and if the City should re- <br />quest the entire rebate because there are some areas that will even- <br />tually get sewer. This resolution will let MWCC know that Lino Lakes <br />is interested in the rebate program. <br />Mr. Schumacher noted that SAC will be increased in the next few years <br />Ifrom the present $475.00 to over $1,100.00. There was concern that <br />citizens who have already paid SAC not be charged again when they do <br />receive sewer. Mr. Schumacher said the City has kept record of the <br />payments. <br />Mr. Hawkins explained that if the City does collect the SAC for areas <br />not designated for sewer service, these fees will have to be escrowed <br />and then the City will have to pay the balance if the SAC rates have <br />increased. He explained how a City in Anoka County is handling the <br />situation. <br />Mr. Marier moved to adopt Resolution #36 -86 with the reservation that <br />the City protect those who have paid all the SAC charges and any ad- <br />ditional charges assessed to the property be paid by the City and the <br />City Council will designate the use of the funds that are set aside. <br />Mr. Bohjanen seconded the motion.
