COUNCIL MEETING - 01 7 September 22, 1986 IThe regular meeting of the Lino Lakes City Council was called to order at 7:13 P.M. by Mayor Benson. Council members present: Mar - ier, Bisel, Bohjanen, Reinert. Members absent: none. City Attor- ney, Bill Hawkins; Engineers, John Davidson and Ron Stahlberg; Pub- lic Works Director, Don Volk; Building Inspector, Pete Kiuegel; City Administrator, Randy Schumacher and Clerk- Treasurer, Marilyn Anderson were also present. CONSIDERATION AND APPROVAL OF MINUTES - SEPTEMBER 8, 1986 Mr. Marier moved to approve the minutes as presented. Mr. Bohjanen seconded the motion. Motion carried with Mr. Reinert abstaining. CONSIDERATION AND APPROVAL OF DISBURSEMENTS Mr. Bohjanen moved to approve the Disbursements as presented. Mr. Reinert seconded the motion. Mr. Marier asked if Mr..Hawkins will mail the checks for right -of -way acquisition on.4th Avenue. Mrs. Anderson said she would give them to him tonight. Mr. Hawkins ex- plained that acceptance of the checks would not invalidate the pro- perty owners right to negotiate for additional compensation. Voting on the motion, motion carried unanimously. 1110PEN MIKE No one appeared under Open Mike. CONSIDERATION AND APPROVAL OF A TEXT AMENDMENT,- ORDINANCE #08 -- 86, SECOND READING Mr. Marier moved -to approve:the second:reading of Ordinance #08-86: - Mr. -Bisel seconded the motion -. Motion passed -unanimously-Mrs.- Anderson read the ordinance- (Ordinance #08- 86 --is contained in the minutes of September 8, 1986 -.) IMPROVEMENT HEARING - 4TH AVENUE (RON STAHLBERG) Mr. Stahlberg explained that there has been several meetings regard- ing the upgrading of 4th Avenue and cleaning of County Ditch #22, however, this meeting is called to fulfill the requirements of the state statutes and the Lino Lakes City Charter. Mr. Stahlberg out- lined what has occurred to date regarding this project. Mr. Stahlberg noted that about 46% of the drainage on the project or approximately $80,000.00 to $90,000.00 does not qualify for state aid funding. All or a portion of this amount will be assessed to the property owners.
