This would mean a 21/2 mill increase and would recommend that a freeze on mill increase be implemented. There was discussion regarding police receipts increasing if another officer is added. Mayor Benson felt another officer is not needed unless Columbus Township contracts with Lino Lakes. Mr. Bohjanen asked the cost of just installing the overhead doors on the Lino Lakes fire barn. He was told $1,500.00 per door. Mr. Bisel commented that if this City continues to grow, services will have to increase. He felt the City should try to provide another tax base not just homeowners. After considering several mill rates and noting this is the first increase in mill rate in four years, Mr. Bohjanen moved to increase the mill rate 2.5 mills to 29.250 mills and adopt Resolution #44 -86. Mr. Marier seconded the motion. Mr. Schumacher noted that Lino Lakes would still be under the average for the Metro Area in total mill rate. Mrs. Anderson read the Resolution. Mr. Bisel asked Mr. Reinert what he would do as an alterna- tive for increasing the mill rate. Mr. Reinert questions the need for the patrolman, questions the need or at least delay for the four -wheel drive vehicle, siren program could be re- duced and if we went through some of the other budget items more fat could be trimmed. All department cannot have everything they want. Mr. Bisel thought maybe some of the programs are unnecessary and wished the citizens could vote on them. For instance, do they want a siren program. The Council must set some objectives. Voting on the motion, motion carried with Mr. Reinert and Mayor Benson voting no.
