COUNCIL MEETING <br />November 24, 1986 <br />the water into the storm sewer that is to be constructed when Main <br />Street is upgraded in 1987. This method will be very costly. <br />Mr. Reinert was concerned that the approval by the City for construc- <br />tion of the holding pond has created the flooding resulting in inop- <br />erable septic systems which could cause a health hazard. Mr. Marier <br />said he did inspect the area and suggested the pond could be dug <br />deeper and possibly require the abutting residents to install mound <br />septic systems. Mr. Stahlberg said this may not help. The residents <br />may have to fill in their back yards and then build mound systems. <br />After further discussion it was decided to send all homeowners af- <br />fected by this pond a letter stating the matter is being discussed <br />by the Council and presently they are looking into preparing an <br />overall water management plan for the City and offer engineering <br />assistance to them. <br />Consideration of Resolution #53 -86, Ordering 4th Avenue Project. <br />Mr. Marier moved to approve this Resolution and dispense with the <br />reading. Mr. Bisel seconded the motion. Motion carried unani- <br />mously. <br />CITY OF LINO LAKES <br />RESOLUTION NO. 53 - 86 <br />A RESOLUTION ORDERING IMPROVEMENT ON 4TH AVENUE <br />WHEREAS, a resolution of the City Council adopted on the 25th day <br />of August, 1986, fixed a date for a Council hearing on <br />the following described improvement: <br />4th Avenue between Main Street and Lilac Street <br />WHEREAS, published and mailed notice of the hearing as required <br />by the Lino Lakes City Charter was given and a hearing <br />was held thereon on the 22nd day of September, 1986, at <br />which all persons desiring to be heard were given an <br />opportunity to be heard thereon. <br />WHEREAS, a period of sixty (60) days has elapsed after the public <br />hearing and no petitions have been filed against the im- <br />provement as provided by in Section 8.04, Subd. 1 of <br />Chapter 8 of the Lino Lakes City Charter. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />LINO LAKES, <br />1. Such improvement is hereby ordered as proposed in the Council <br />resolution adopted the 25th day of August, 1986. <br />1 <br />
