COUNCIL MEETING <br />February 9, 1987 <br />Page Five <br />? - How will the project be assessed to the property owners on <br />Main Street? When will assessment hearings be held? <br />A - Mayor Benson: Council will be putting together an improvement <br />assessment policy in the near future for this project and others <br />within the City. Mr. Stahlberg: According to the current time- <br />table for this project, assessment hearings should be held in <br />September, 1987. <br />? - Will property owners who do not have curb along their property <br />be assessed for curb? <br />A - Mr. Schumacher: No, property owners can only be assessed for <br />what directly benefits them. <br />MOTION: Mr. Bisel moved to enter into a joint powers agreement (as <br />presented this evening, wherein the total estimated cost to the <br />City of Lino Lakes is $50,958.04) with Anoka County for the Main <br />Street Improvement Project. Included in the joint powers agreement <br />should be language to assure that bids can only be accepted if <br />they do not exceed 110% of the estimated cost. Mr. Marier seconded <br />the motion which carried unanimously. <br />CONSIDERATION OF AWARDING THE ANIMAL CONTROL CONTRACT - LAKE ANIMAL <br />CARE or KNOLLTON KENNELS <br />Mr. Tom Langley, representative from Lake Animal Care appeared before <br />the Council and answered questions on procedure and service fees. <br />Mr. Reinert stated that he had heard several citizen complaints that <br />Lake Animal Care has in the past behaved more as "police" than "ser- <br />vice"; it was suggested that Lake Animal Care improve their public <br />relations. Mr. Bisel asked why the City pays a flat fee to Lake <br />Animal Care to patrol and pick up dogs, and then the pet owner also <br />has to pay to get their dog back. Mr. Langley said that is the con- <br />tract which the City has agreed to. Mr. Bisel said he felt that pet <br />owners should be responsible for their pets and the City should not <br />be responsible to pay for the service; he favored Knollton Kennels <br />because their fee schedule was set up this way. <br />MOTION: Mr. Bisel moved to award the animal control contract to <br />Knollton Kennel for one year. Mr. Reinert seconded the motion which <br />carried unanimously. <br />ENGINEER'S REPORT <br />Contour Map Quotes - Mr. Stahlberg recommended that of the two <br />quotes (Mark Hurd @ $62,000 or Horizons Inc. @ $34,255) the lower <br />quote be accepted for contour maps of the City. He felt that <br />Horizons Inc. was a reputable firm; their technical representative, <br />Daryl Sather, he had worked with before. <br />MOTION: Mr. Marier moved to accept a quote from Horizons Inc. for <br />$34,255 for contour maps per Mr. Stahlberg's 2/9/87 memo on this <br />subject. Mr. Bohjanen seconded the motion which carried unanimously. <br />1 <br />
