Anderson, Clerk - Treasurer <br />ATTORNEY'S REPORT <br />Mr. Hawkins said he had no report this evening. <br />CONSIDERATION OF REVIEW OF THE GAS FRANCHIS AGREEMENT WITH CIRCLE PINES <br />Mr. Schumacher said that he and Mr. Keinath, Circle Pines City Admin- <br />istrator, will be meeting during the coming week to discuss the <br />draft gas franchise agreement and particularly to attempt to work <br />out a mutually agreeable proposal. Further discussion, including <br />the outcome of this upcoming meeting, will take place at the February <br />23, 1987 Council meeting. <br />SUMMARY OF WILLIAMS PIPELINE PROPOSED LEGISLATION <br />In his 2/3/87 memo regarding Williams Pipeline Legislation, Mr. <br />Schumacher summarized the "Safe Pipeline Act of 1987" which is <br />being proposed by Senator Steve Novak and Representative Dan Knuth <br />in the wake of the Mounds View Pipeline Incident of 1986. Mr. <br />Schumacher explained that this legislation is proposed within a <br />60 -page document, therefore he presented this summary. Councilmembers <br />asked to see the entire document for review in order to study parti- <br />cular questions such as - who will pay for the creation of the new <br />proposed office within the Department of Public Safety ?, and what <br />responsibility would fall on local government? <br />
