COUNCIL MINUTES <br />conditions of purchase. Mr. Schumacher read the new language for the <br />Council. Mr. Reinert explained that it appeared to him that this City <br />was giving Circle Pines a blank check and telling them to write it out <br />for whatever they felt was reasonable. Mr. Hawkins explained the <br />thinking of the negotiating team. Circle Pines must adhere to the <br />generally accepted accounting principles and use actual construction <br />costs. Mr. Reinert explained he was concerned about the langauge <br />because of past experiences with Circle Pines. Mr. Hawkins said he <br />had reviewed all the new language and felt it addressed all of his <br />concerns. Mr. Bisel asked that a time frame be established for the <br />Audited Report. He also expressed other concerns with this issue. <br />Mr. Marier felt Mr. Bisels concerns had been addressed at previous <br />meetings. Mr. Bohjanen asked if he could really believe the <br />terminology in the franchise agreement. He noted that he did not <br />believe in municipal systems but did believe in private enterprise. <br />He asked what would happen if there were an explosion in the Lino <br />Lakes portion of the system. Mr. Marier explained Lino Lakes would <br />not be held responsible. <br />Mr. Bisel referred to the Circle Pines Council minutes where they <br />indicated they will be charging the Rice Lake Estates residents a <br />$5.00 surcharge for gas service. Mr. Schumacher explained this will <br />cover the costs of financing the installation of the system in Rice <br />Lake Estates. Once this is paid, the surcharge will be dropped. <br />Mr. Marier moved to approve the first reading of Ordinance No. 13 - 86 <br />and dispense with the reading. Mr. Reinert seconded the motion. <br />Motion passed with Mayor Benson voting, yes and Mr. Bohjanen voting, <br />no. <br />Mr. Bohjanen moved to extend the meeting until all business was <br />completed. Mr. Marier seconded the motion. Motion carried <br />unanimously. <br />ENGINEER'S REPORT - RON STAHLBERG <br />118 <br />Plans and Specifications for Pump House, Well No. 2 - Resolution No. <br />05 -87 - Mr. Stahlberg explained that the architecture will be the same <br />as for pump house No. 1 and it will be compatible with Circle Pines. <br />It will have approximately the same capacity as the one in the Black <br />Duck Drive area. <br />Mr. Reinert moved to approve the plans and specifications for pump <br />house well No. 2 and advertise for bids. Mr. Bisel seconded the <br />motion. Motion carried unanimously. <br />CITY OF LINO LAKES <br />Resolution No. 05- 87 <br />
