COUNCIL MINUTES <br />Mr. Bisel was concerned that the lands west of 35E were designated as <br />two and one half acre lots especially when the sewer line is so close <br />in White Bear Township. If the City allows the downsized lots in this <br />area, sewer will never become a reality. <br />Mayor Benson was concerned about the area near 35E from Main Street to <br />the north corporate boundary. Mr. Johnson said he could add text that <br />would indicate that the City is considering some commercial in this <br />area. <br />Mr. Marier moved to close the public hearing -at 9:05 P.M. Mr. Bisel <br />seconded the motion. Motion carried unanimously. <br />Mr. Marier moved to instruct the City Planner and Engineer to get <br />together and change the designation of the area west of 35E from Main <br />Street to 80th Street to future industrial. There was no second to <br />this motion. <br />Mr. Bisel moved that the area west of 35E and north of Ash Street to <br />Cedar Street be designated Rural. Mr. Bohjanen seconded the motion. <br />Mr. Bisel explained his reason for this change is that this area is <br />contiguous to other parcels that can be developed into higher density <br />when the sewer is available and because Metro Council has stated they <br />would never service areas that were down sized. He noted that the <br />area east of 35E lends itself to the two and one half size lots and <br />will probably never receive sewer service. Mr. Reinert said he had a <br />problem with redoing a map that the Task Force has spent many hours of <br />work on. He felt there was a great risk of making a mistake. Mayor <br />Benson said he had mixed feelings about this area. <br />Voting on the motion, motion carried with Mayor Benson and Mr. Reinert <br />voting, no. <br />Mr. Bisel moved to have the area west of 35E to 20th Avenue from Main <br />Street to 80th Street designated commercial or industrial in the <br />narrative only. Mr. Marier seconded the motion. After further <br />discussion, the motion carried with Mr. Reinert voting no. <br />FIRST READING ORDINANCE NO. 13 -86 CIRCLE PINES GAS F <br />Mr. Schumacher explained that he and Mr. Hawkins had met with the <br />Circle Pines Attorney and Administrator last Wednesday as requested by <br />the Council for one final attempt to negotiate a franchise and feels <br />that the document presented tonight is a good workable franchise. He <br />explained the changes for the Council. One change is the reduction of <br />the franchise fee from 7% to 3% for customers on interruptable <br />service. The prison is the only interruptable service at this time. <br />Mr. Bohjanen asked how this would be handled by a future unterruptable <br />customer. Mr. Schumacher said this would be negotiated with the <br />potential customer at the time the customer asks for service.
