1 <br />1 <br />1 <br />COUNCIL MINUTES <br />Mr. Marier expressed his concern because he felt Mr. Johnsons reports <br />were too open ended and felt they should come to some conclusions. He <br />also said he would rather work with one person and expected materials <br />to be done in a timely manner. <br />Mr. Johnson said he would appreciate the opportunity to discuss the <br />format of his reports so that he could give the City what is expected <br />of him. <br />Mayor Benson thanked Mr. Johnson for staying for this portion of the <br />meeting. <br />Mr. Bisel felt it would not be fair to switch planners at this point. <br />Mr. Doocy, former Planning and Zoning Board Chairman explained the P & <br />Z Board felt Mr. Johnson gave them their moneys worth but felt Mr. <br />Wuornos was not with the program. Mr. Reinert said he felt Mr. <br />Johnson was wishy washy and felt it was his obligation to lay out <br />professional opinions and their ramifications so that proper decisions <br />can be made. <br />After further discussion, Mr. Bisel moved to appoint R. L. Wuornos & <br />Associates as City Planner and deal directly with Zack Johnson. Mr. <br />Bohjanen seconded the motion. Mr. Marier felt this would give the <br />City time to look further into this situation. <br />Voting on the motion, motion passed with Mr. Reinert voting, no. <br />Shoreview Service Agreement - Mr. Schumacher explained the background <br />of this proposed joint powers agreement with the City of Shoreview. <br />The City Engineer had reviewed the document and had recommended some <br />changes. Mr. Reinert moved to approve the joint powers agreement to <br />include the Engineer's recommendations. Mr. Marier seconded the <br />motion. Motion carried unanimously. <br />Robert Wilson Lawsuit - Mr. Marier explained that Mr. Wilson had <br />visited him and the City has an opportunity to purchase a portion of <br />Mr. Wilsons property and Mr. Wilson will drop the lawsuit if the City <br />agrees to allow him to remove some of the top soil. Mr. Schumacher <br />will put together an outline on this situation updating the Council on <br />where this matter now sits. <br />Circle Pines Gas Franchise -- Mr. Bisel asked if this City should have <br />an idea what the value or buy out cost is of the Lino Lakes portion of <br />the gas franchise. Mr. Schumacher explained that our City Auditor had <br />determined that value was approximately $64,000.00 without Rice Lake <br />Estates. Mr. Bisel said it would be interesting to know what the <br />differences are in the user charges of each gas utility. Mr. <br />Schumacher said he could provide an average of the last five to seven <br />years. <br />NEW BUSINESS <br />120 <br />
