Anderson, Clerk- Treasurer <br />The Council took a break from 8:15 P.M. to 8:25 P.M. <br />7:30 P.M. -- PUBLIC HEARING - COMPREHENSIVE LAND USE PLAN AMENDMENTS <br />Mayor Benson opened the public hearing at 8:25 P.M. Mr. Johnson, City <br />Planner outlined the planning effort of the Planning and Zoning Board <br />and the Task Force during the past year. Mr. Schumacher and Mr. <br />Johnson met with representatives of the Metropolitan Council and <br />received their comments and these comments are now being edited into <br />the draft plan. Mr. Johnson noted that by state law the comprehensive <br />land use plan must be updated at this time. <br />Mr. Johnson explained the purpose of each map that he presented <br />tonight for the benefit of the audience. He also explained that the <br />land use plan has been revised. The Expansion Residential district <br />has been revised and the new designation, Rural Expansion and <br />Redevelopment Commercial, have been added. He gave the following <br />definitions: <br />1. Urban Residential - This area corresponds directly to the year <br />2000 Urban Service District. Lot sizes are 11,250 square feet <br />because utility services will be provided. <br />2 Expansion Residential - These areas are outside of the proposed <br />year 2000 Sewer Service District but are adjacent to or near the <br />boundaries. These will be logical areas for future sewer exten- <br />sion before the year 2010 and allows for one acre minimum lot <br />size as an interim use. The added restriction that any land <br />subdivided into one acre lots must be accompanied by a legally <br />binding resubdivision plan off 1/4 acre minimum lot size. <br />3. Rural Expansion - These areas are proposed for large lot (two <br />and one half acre minimum) single family lots and are not <br />intended for future service prior to the year 2010. An <br />additional requirement is that each lot must have a minimum <br />buildable area of one acre. <br />4. Rural - These areas require residential development of ten acre <br />lots. An additional requirement is there must he a minimum <br />buildable area of one acre. <br />5. Redevelopment Commercial - This classification is to be used <br />1 <br />
