COUNCIL MINUTES <br />in limited areas which meet specific criteria such as being <br />located adjacent to the intersection of major thoroughfares. <br />The purpose of this land use classification is to promote <br />and facilitate redevelopment projects for modern retail <br />shopping facilities of interpreted design in central <br />location. <br />Mr. Johnson explained the sewer district map, the park update and the <br />thoroughfare update. After the Council approves the draft plan it will <br />be sent to the Metropolitan Council for their review and comment as <br />well as to the surrounding communities. He expected that Metro <br />Council will finish their review within 30 days and the surrounding <br />communities are required to complete their review within that same <br />time period. The draft will come back to the City with comments for <br />final adoption and then the comprehensive plan will be revised <br />according to the draft. <br />Mr. Paul Tubbs from the audience complimented the City for the work <br />and time spent on this plan and asked for further explanation of the <br />RE Distrist. Mr. Johnson explained. <br />Mr. Stahlberg asked that the sewer district map be corrected to <br />include the southwest corner of Lino Lakes in the boundary for sewer <br />prior to the year 2000 since this is the direction the main trunk line <br />will come from. Mr. Stahiberg also asked that the map be corrected <br />to include the area south of Shenandoah in the district designated for <br />service prior to the year 2000. Mr. Stahiberg asked that a third area <br />be included in this designation and that is the area targeted for a <br />shopping center. Mr. Schumacher asked if an area outside of the <br />boundary for the year 2000 asks for service prior to the year 2000 <br />would this require a comprehensive plan amendment. Mr. Johnson said <br />the City would have to ask for a trade off. <br />Mr. Tubbs asked where service would come from for the area east of <br />Birch Street. Mr. Stahiberg explained from Centerville Road. He also <br />explained that other interceptor locations are from Blaine which is <br />now servicing the Rice Lake Estates Area, from Shoreview which will <br />come from the very southwest corner of Lino Lakes and from the Forest <br />Lake interceptor which comes from Hugo. <br />It has noted that Metro Council has been emphatic about not extending <br />services to the areas that will be designed for smaller lots. The <br />very southeast corner of Lino Lakes has been designated for two and <br />one half acre lots and Mr. Schumacher explained it would be very <br />difficult to get Metro to agree to extend sewer services to that area <br />if it were requested in the future. <br />Mr. Tubbs asked from a sales point of view, is the City overlooking <br />something for the corner of 35E and Main Street. Mr. Johnson said <br />this was not a zoning map and no property will be rezoned with the <br />adoption of the revised comprehensive land use plan. <br />1 <br />117 <br />
