Mr. Stahlberg explained that he had <br />calculated asessments for the 4th Avenue Improvement along 4th Aven <br />by using the frontage of each lot and a depth of 150'. He also <br />calculated the industrial property at a higher percentage than the <br />residential property. The residential lots in Sherwood Green were <br />calculated at $500.00 each. He told the Council that he has received <br />several questions from the property owners such as will there be a <br />larger assessment for property with curb and gutters and will the City <br />choose to assess a portion of the improved street. There were also <br />problems concerning Mo -lin Concrete. The grading plan is not exactly <br />as shown on the map. <br />Mr. Marier explained that all property owners should be assesed <br />equally per square footage. He felt $500 per lot did not seem <br />feasible when the other side of the street was being assessed $2,000 <br />to $3,000. Also he noted that the developers contribution of <br />$20,000.00 was not in the breakdown. Mr. Schumacher explained that he <br />has some of the developers money and the developer is also doing some <br />of the work himself. Mr. Stahlberg explained the he did reduce the <br />amount of the assessment by the contribution from Anoka County and <br />RCWD. He did not reduce the assessment by the developers <br />contribution. Mr. Schumacher asked if the Council can technically <br />assess the developer when he is completing the portion of surface <br />water management required for this subdivision. Mr. Bohjanen noted it <br />was not a question of can he be assessed but does he have an <br />obligation? Do we have an agreement with him? Mr. Marier felt the <br />PAGE 9 <br />
