037 <br />COUNCIL WORK SESSION SEPTEMBER 28, 1987 <br />the City with speed limit signs. <br />Street Lights - Eight additional street lights are <br />budgeted. <br />Mayor Benson noted that a city wide cleanup had been eliminated from <br />the budget. He asked about a used oil distributor and Mr. Volk <br />explained that this devise sprays used oil on roads. This has also <br />been cut from the budget. <br />Mayor Benson asked how Mr. Volk's department would run with the <br />proposed cuts. Mr. Volk explained about the same as this year. <br />Mayor Benson asked what would the line item of professional services <br />include. Mr. Volk explained it would be physicals, lot surveys and <br />any other professional help that could be required from time to time. <br />Employee physicals were discussed. <br />Park Department <br />IMayor Benson asked about ice rinks in the Erickson's and Lake Reshanau <br />developments. Mr. Volk explained that the Park Board did negotiate <br />the contour excavation of these parks but none of the facilities. He <br />further explained that he hoped the ice rink in Erickson's Addition <br />would serve the Black Duck area as well. He also noted that the Park <br />Board is considering restaging the ice rink slated for Lake Reshanau <br />to Shenandoah Park. A $5,000 well would be required in Shenandoah. <br />Police Department <br />Chief Campbell explained that he is requesting replacement of two <br />squad cars. Each car will have over 100,000 miles at the time it is <br />replaced. The two radar units are scheduled for replacement this <br />year. <br />There was discussion regarding the miles being put on each squad. Mr. <br />Bisel was concerned that if only two squads were replaced this year, <br />the City could get behind on it car replacement schedule. <br />Mayor Benson said he was apprehensive because of the growth in Lino <br />Lakes and Centerville. He asked if the Police Department was working <br />on contracts with other cities. Chief Campbell said that Columbus <br />Township has contracted with the County but White Bear Township has <br />expressed interest in contracting some service. He also noted that at <br />Ione time the FBI has used the critera of 1.4 officers per 1,000 <br />population. He felt it was now nearer to 1.4 officers to 800 <br />population. <br />PAGE 3 <br />
