040 <br />COUNCIL MEETING SEPTEMBER 28, 1987 <br />occurred in his neighborhood this past goose hunting season. He also <br />told the Council that he has personally caught hunters hunting with <br />slugs even though this is against City Code. He noted instances of <br />problems with hunters in his area. <br />Mr. Anderson presented a petition to the Council and he noted 90 to <br />96% support for a ban on discharge of all fire arms in Lino Lakes. <br />Mr. Reinert said he felt this may be a good time to examine extending <br />the no discharge of fire arms line. He suggested that a study of this <br />be conducted. Mr. Schumacher suggested that a committee be formed <br />consisting of representatives from the Police Department, citizens and <br />sportsmen groups. Mayor Benson suggested that the hunting situation <br />in Centerville also be investigated. Mr. Joel Heckman, 6623 Hokah <br />Drive disagreed with Mr. Anderson and explained he had moved to Lino <br />Lakes for the opportunity to hunt. He noted that no matter what the <br />laws were, there will always be those who do not obey the laws. <br />Mayor Benson noted that this issue was presented under Open Mike and <br />the Council will take it under advisement and make it an agenda item <br />for the first Council meeting in October. He asked that a copy of the <br />fire arms ordinance be forwarded to the Council Members with the <br />agenda. <br />Frank Sampair, 7393 - 24th Avenue - Mr. Sampair explained that the <br />Council has taken action to revoke his Conditional Use Permit because <br />he has not moved the wood chips. He explained the problems he has <br />encountered trying to comply with the Council directive. He is asking <br />the Council to grant him additional time to bring his Conditional Use <br />Permit into compliance. He also asked that whenever his neighbor in <br />Hugo has problems regarding his operation he would appreciate being <br />notified before Council takes action. <br />Mr. Bisel told Mr. Sampair he was concerned about the lack of action <br />regarding the wood chips. Mr. Sampair said he did not see what the <br />wood chips had to do with his Permit. Mayor Benson explained that the <br />Building Inspector had inspected the Sampair premises because of the <br />complaint and had recommended that the Council not renew the Permit <br />until the wood chips were scattered or tilled into the soil as <br />promised by Mrs. Sampair. <br />Mayor Benson asked that this situation be made an agenda item and in <br />the meantime he asked Mr. Kluegel to walk the site with Mr. Sampair <br />and reach an agreement with him regarding abating the wood chip <br />problem. <br />VIEWS ON SENIOR TRANSPORTATION JOINT POWERS AGREEMENT - MARGARET <br />LANGFELD AND DIANNE HARBERTS <br />PAGE 2 <br />
