041 <br />COUNCIL MEETING SEPTEMBER 28, 1987 <br />Mrs. Langfeld said that she had requested to talk to the Council <br />tonight because of an article she had read in a local newspaper <br />regarding a previous discussion the Council had on Senior <br />Transporation. She explained she would like to answer any questions <br />the Council may have on this matter. <br />Mrs. Langfeld explained that the document the Council has is a draft <br />and not intended to be cast in stone or to be a "take it or leave it" <br />situation. The basis of funding is Title II. She noted that Title II <br />funding has been around a long time and felt it would be one of the <br />last programs to be eliminated by the Federal Government. <br />Mr. Schumacher explained that the City Attorney had reviewed that <br />document and had several concerns. Ms. Harberts noted that his <br />concerns were already addressed in the revised document. She noted <br />that the City's contributions were to be in the form of a "soft match" <br />such as advertising the transportation service. No cash is being <br />requested for the service as long as Title II funding is available. <br />Mayor Benson asked Mrs. Langfeld if she has had any communication with <br />IMetro Transit. She noted that they are currently studying existing <br />routes but specialized transportion as required for senior use in not <br />being considered. The Transit Board realizes that the north suburban <br />area is not well serviced. Mr. Bohjanen asked if the Transit Board is <br />considering transit service for the prison facility. Mrs. Langfeld <br />said she would look into this matter. <br />Ms. Harberts told the Council that she will need all feed back from <br />the communities by October 8, 1987. Also the appointments to the <br />Board of Directors should be made by that time. Mrs. Langfeld felt <br />that this Board is going to be important. Mayor Benson said he would <br />like a member of the Senior Board to be on the Senior Transporation <br />Board. <br />Mr. Bisel explained that he was concerned about the trickle down <br />effect. If the Council says "no" to a program, they are the bad guys. <br />Mrs. Langfeld said that we are all in this together. Mr. Reinert said <br />he also was concerned because these programs seem to get handed down <br />and then Councils have to wrestle with funding. Mrs. Langfeld said <br />that funding is not being requested. <br />Mr. Reinert asked Mrs. Langfeld if she would let the Council know her <br />position regarding the Pheasant Ridge Music Center. Mrs. Langfeld <br />said the County has nothing to do with the proposed facility. Mr. <br />Reinert said that the County would be involved with the access <br />Isituation. Mrs. Langfeld said that Anoka County is participating in <br />the study of 35W to Radisson Road. However, the study is not to <br />determine the effect of the facility.
