072 <br />COUNCIL WORK SESSION NOVEMBER 9, 1987 <br />A work session of the Lino Lakes City Council was called to <br />order at 6:07 P.M. by Mayor Benson. Council Members <br />present: Marier, Bisel, Bohjanen. Mr. Reinert was absent. <br />Mr. Schumacher, Administrator, John Miller, Planner and <br />Clerk - Treasurer Marilyn Anderson were also present. <br />The purpose of this meeting is to discuss alternatives for <br />the future of equality of housing development for Lino <br />Lakes. <br />Mr. Miller had presented an overview of current housing in <br />Lino Lakes by means of a letter to the Council. He noted <br />the subdivisions currently under construction and also <br />outlined the contacts he has had from several home builders <br />interested in coming into Lino Lakes. He also noted that <br />most new homes are of the entry level value and most of the <br />higher value homes are located in the southeast corner of <br />Lino Lakes. Mr. Miller explained that the surrounding <br />communities are exhausting their residential land supply and <br />Lino Lakes will see more pressure for home building. <br />Mr. Miller noted that Lino Lakes has a limited amount of <br />land available for home building and the market for starter <br />(low cost) homes is decreasing. He asked if the Council was <br />interested in looking at the question: "Does Lino Lakes want <br />to be more active in determing the housing it wants - if the <br />City wants anything other than mostly low cost housing ?" <br />Mr. Bohjanen said he did not want to create a low class and <br />a high class district. Mr. Miller explained the reason why <br />the classes cannot be intermingled. Mr. Bisel suggested a <br />ring affect for development. Mayor Benson asked if the City <br />would be discriminating against certain developers by <br />designating some properties for excutive type homes. Mr. <br />Miller said no. Mayor Benson suggested amending the City <br />Code to increase the building standards for new home <br />construction. Mr. Marier referred to the City of Wyoming <br />code which even designates a dollar value of the new home. <br />There was discussion of where higher value or executive <br />homes could be built. Mr. Miller said topography would be <br />important in selecting sites. Amenities would be needed as <br />well as assurances that no one would be allowed to build a <br />lower value home in that particular area.
