073 <br />COUNCIL WORK SESSION NOVEMBER 9, 1987 <br />would be required as well as suggestions for location of an <br />executive home area. <br />Mr. Miller recommended that if the Council is interested in <br />pursuing his suggestions, the Planning and Zoning Board be <br />advised /requested to look at revising the ordinance to <br />increase regulations for housing. Mr. Marier suggested that <br />the staff and Mr. Miller draft the procedure for the <br />Planning and Zoning Board to follow. Mayor Benson suggested <br />they look at current housing standards and the possibility <br />of establishing an executive district. Mr. Bisel suggested <br />that potential areas of development be looked at as well. <br />He also suggested that economic development areas be looked <br />at. He asked how much land should be set aside for housing, <br />economic development and parks? He suggested that possibily <br />not enough land has been set aside for certain types of <br />commercial development. He also noted that Vadnais Heights <br />have become so professional that when a developer presents a <br />proposal it passes through the Planning and Zoning Board and <br />Council so that the construction can begin within 35 days. <br />Mayor Benson asked Mr. Miller to present his ideas to the <br />Council at the next meeting. This does not have to be in <br />draft form. <br />Hanson Block Company <br />Mr. Miller updated the Council regarding the possibility of <br />locating Hanson Block Company on the east side of 35E on <br />property owned by Acton Construction Company. A meeting had <br />been held here at City Hall with Hanson Block on Friday <br />November 6th with Mr. McLean in attendance. Hanson Block <br />outlined their development plans and asked for an indication <br />if the City would be interested in this plan. <br />Mr. Bisel was concerned about two concrete businesses on <br />opposite sides of the City. Also Hanson Block would have to <br />haul past City Hall to get to 35W. Mr. Marier also <br />suggested that this business should be located near Moline <br />Concrete. Mr. Schumachaer explained that the major <br />objection to a site near Moline Concrete could be <br />neighborhood opposition. Mayor Benson noted the City did <br />want to attract more business and maybe should identify what <br />businesses should be located in what areas. <br />Mr. Schumacher explained that this proposed location for <br />Hanson Block is in the flood plain.
