1 <br />1 <br />1 <br />093 <br />COUNCIL MEETING NOVEMBER 23, 1987 <br />The regular meeting of the Lino Lakes City Council was called to order <br />at 7:05 P.M. November 23, 1987 by Mayor Benson. Council Members <br />present: Marier, Bohjanen, Reinert. Mr. Bisel arrived at 8:28 P.M. <br />City Attorney, Bill Hawkins; Planner, John Miller; Chief of Police, <br />Dean Campbell; Building Inspector, Pete Kluegel; Engineer, Ron <br />Stahlberg; Public Works Director, Don Volk; Administrator, Randy <br />Schumacher and Clerk- Treasurer, Marilyn Anderson were also present. <br />CONSIDERATION AND APPROVAL OF MINUTES <br />November 5, 1987 - Mr. Marier moved to approve these minutes as <br />presented. Mr. Bohjanen seconded the motion. Motion carried with Mr. <br />Reinert abstaining. <br />November 9, 1987, Regular Session - Mr. Bohjanen moved to approve <br />these minutes as presented. Mr. Marier seconded the motion. Motion <br />carried with Mr. Reinert abstaining. <br />November 9, 1987, Work Session - Mr. Marier moved to approve these <br />minutes as presented. Mr. Bohjanen seconded the motion. Motion <br />carried with Mr. Reinert abstaining. <br />CONSIDERATION AND APPROVAL OF DISBURSEMENTS <br />November 23, 1987 - Mr. Bohjanen moved to approve the Disbursements as <br />presented. Mr. Reinert seconded the motion. Motion carried <br />unanimously. <br />CONSIDERATION AND APPROVAL OF POLICE POLICIES MANUAL - CHIEF CAMPBELL <br />Chief Campbell explained that he has spent the past year updating the <br />police policies manual and the draft copy of the manual is now before <br />the Council for their consideration. Basically, the changes reflect <br />changes in state law and incorporates a certain order "to make the <br />manual easier for the officers to understand. Some areas that were <br />addressed are: liability, use of force, firearms and adopts an <br />acceptable manner of concerns. Officers will be given copies and will <br />be asked to sign a form indicating that they have read the document <br />and that he /she understands it. He will be asking the officers to <br />bring their comments and questions to him in the next two weeks. <br />Mayor Benson expressed a concern regarding driving speeds and high <br />speed chases. Chief Campbell said that type of situation depends upon <br />the crisis. He did not feel this was a problem. He told the Council <br />that this was addressed at a recent Chiefs meeting and explained that <br />fleeing an officer is now a gross misdemeanor and this has helped the <br />PAGE 1 <br />
