The manua <br />does follow state guidelines regarding fleeing an officer. <br />Chief Campbell explained that this document will be updated annually <br />and will become more specific. Mr. Marier commended Chief Campbell <br />for his time and effort on the manual and moved approval of the police <br />policies manual. Mr. Bohjanen seconded the motion. Motion carried <br />unanimously. <br />DISCUSSION BY SENATOR GREG DAHL ON MATTERS OF GENERAL INTEREST <br />Senator Dahl updated the Council regarding the past legislative <br />session and noted some plans for the upcoming session. He asked if he <br />could be of service to Lino Lakes in the upcoming session. He did <br />note that he had voted against the tax bill because it was poorly <br />designed and called for unwarranted increases in taxes. <br />Senator Dahl noted several areas on which he worked during the past <br />session: an illegal transport of hazardous waste bill, six year auto <br />license plates, acid rain legislation, purple strief legislation, <br />lemon car amendment, fire safe cigarettes legislation, a second <br />harvest program (pick up foods from restaurants and transport to <br />needy) and a mosquito control program. <br />Mayor Benson noted the oak wilt problems faced by the residents of <br />Lino Lakes and told Senator Dahl that this is becoming a state wide <br />concern. Senator Dahl outlined the problem and noted that this <br />disease can be controlled or prevented. He asked Mr. Schumacher to <br />call him to discuss this concern further. <br />Mayor Benson noted the cuts in the circuit breaker and explained that <br />he felt that this legislation hurt the people who least could afford <br />to be hurt. Another area of concern expressed by Mayor Benson was the <br />interchange of Main Street and 35W. Senator Dahl explained that <br />Senator Durenburger was looking into this matter. Mayor Benson noted <br />that the lemon car bill could put some small dealers out of business. <br />Mr. Schumacher noted that state aid to cities has not kept up with <br />inflation and asked where Senator Dahl saw this issue going in the <br />future. Senator Dahl said he would like to see as much as possible <br />going to the local level since they would know better where the money <br />would best be spent. However state aid does favor cities in the <br />northern part of the state and noted that he would work to change the <br />formula or get substantial more money for cities. <br />Mr. Stahlberg noted that the City was waiting for bridge funding for <br />replacement of the bridge on 80th Street. Senator Dahl said he was <br />not familiar with the capital improvement projects bonding which <br />PAGE 2 <br />
