118 <br />COUNCIL WORK SESSION DECEMBER 28, 1987 <br />Acting Mayor Reinert called the Council Work Session to <br />order at 6:05 P.M. Council Members present: Marier, Bisel, <br />Bohjanen. Mayor Benson arrived about five minutes later. <br />City Engineer, Ron Stahlberg and Clerk- Treasurer Marilyn <br />Anderson were also present. <br />The purpose of the Work Session is to discuss the cost <br />recovery of ortho photo contour maps and to discuss the <br />Revised Public Improvement Financing Plan. <br />Qrtho Photo Contour Maps - Mr. Stahlberg displayed a sample <br />of these maps and explained the cost recovery plan outlined <br />in Resolution No. 76 - 87. He has reviewed the proposed <br />Resolution with both Mr. Schumacher and Mr. Miller. <br />Mr. Reinert asked if implementation of this Resolution will <br />recover costs of reproduction of the maps or the total cost <br />of producing the maps. Mr. Stahlberg explained it would <br />recover the costs of the major part of the entire cost <br />including administration. He explained how the City would <br />maintain an accounting of all costs as well as an accounting <br />of all receipts from developers. Mr. Reinert asked if this <br />is how other cities operate on this matter. Mr. Stahlberg <br />explained there are other methods but felt this would be a <br />useful tool for the Planning and Zoning Board as well as the <br />staff. <br />Mr. Marier asked where the maps would be stored. Mr. <br />Stahlberg said the reproducible maps would be kept at TKDA <br />so that he could reprint copies when purchased by <br />developers. The City Staff will receive a copy of all maps. <br />Mr. Marier expressed concern because of the problem the City <br />experienced when the City changed engineering firms several <br />'years ago. <br />Mayor Benson arrived at 6:10 P.M. and assumed the Chair. <br />Mr. Bisel asked if it would be cheaper for the developer to <br />go directly to Horizon, Inc. and get a copy of the map. Mr. <br />Stahlberg explained that the developer could not buy above <br />the City and if by chance this happened, he still would have <br />to pay the costs as part of his project. He also noted that <br />he had discussed this procedure with Mr. Uhde and one other <br />developer. Mayor Benson asked if this is common in other <br />cities.
