1 <br />1 <br />COUNCIL WORK SESSION DECEMBER 28, 1987 <br />Mr. Bisel asked what is the object of Resolution No. 76 - <br />87, recover costs or make money? Mr. Stahlberg said to <br />recover most of the costs and to save staff time and money <br />in completing the drainage studies. Mr. Marier noted that <br />this could be monitored to determine if the cost recovery <br />plan is operating as anticipated and if not costs can be <br />amended. Mayor Benson said that the staff could keep the <br />Council updated on this matter. Mr. Marier suggested <br />setting up a procedure for this as well as bonds that are <br />coming due. <br />There was discussion regarding setting up a tickler file to <br />let the Council know periodically about map cost recover, <br />bonds that are coming due, and Mr. Stahlberg added updating <br />connection charges under the financing policy. <br />IMPROVEMENT FINANCING POLICY <br />Mr. Stahlberg noted the document before the Council is a <br />revision of the February 18, 1987 document with Appendix A <br />"Special Assessment Procedure" added. He noted a change on <br />page 3, the addition of life cycle for improvements. Item I <br />was amended to read (Ditches Under City Jurisdiction). <br />Mr. Marier questioned the 1st paragraph on page 9. Mr. <br />Stahlberg explained this language was arrived at by the <br />Council last spring. He also noted there would be no <br />assessments in an area that is not a development area. <br />Mr. Stahlberg noted the check list for all costs on page 10. <br />He added item H, "Surcharge for Aerial Photo Recovery ". <br />Mr. Reinert questioned item F, "Capitalized Interest ". Mr. <br />Stahlberg explained it was common to do this. <br />Mr. Reinert questioned item A on page 15 and asked what is <br />the policy for street surfacing and concrete curb and <br />gutter. Mr. Stahlberg explained if sanitary sewer and <br />municipal water are available concrete curb and gutter is <br />required, if not, blacktop curb and gutter is required. <br />Mr. Stahlberg told the Council that they will have to set <br />Connection Charges and User Charges shortly. He noted costs <br />go up every year, especially metro sewer charges. Mr. Bisel <br />asked if the City could adjust rates annually to keep pace <br />and Mr. Stahlberg said most cities do this. Mr. Marier said <br />the last increase was due to the fund being a deficit. He <br />felt this was the key to rate adjustments. He asked for the <br />PAGE 2 <br />H 9 <br />
