Benson, Mayor <br />Mari yn ¶` 'Anderson, Clerk - Treasurer <br />ENGINEER'S REPORT - RON STAHLBERG <br />Resolution No. 02 - 88 Adopting the Financing and Assessment <br />Policy - Mr. Stahlberg explained that the Council has <br />already reviewed the first draft of this Policy and he has <br />made several more changes. The following changes or <br />corrections were discussed: <br />Page 15, last paragraph - Mr. Stahlberg noted that this <br />paragraph has been changed since the Council last reviewed <br />this document. <br />Page 4, Item 4A - Mr. Bisel felt that this was not clear and <br />asked that the first "estimated" in the third sentence be <br />eliminated. <br />Page 6, Item 5D - Mr. Bisel noted a typographical error. <br />Page 11, Item 3 "Interest Rate" - Mr. Stahlberg was asked to <br />change Springsted, Inc. to Fiscal Consultant. <br />There was discussion of assessing 100% of each project when <br />the project consisted of replacing an existing facility. <br />Mr. Stahlberg explained that for instance some of the City <br />streets were not built to city standards and the assessment <br />that was levied was not for a standard city street. He felt <br />if this was the case, a 100% assessment was common. Mr. <br />Reinert expressed concern regarding prospective home buyers <br />who would not be aware that their street could be upgraded <br />and they would have to bear the full burden. Mr. Stahlberg <br />asked if it was fair to other residents to replace a <br />substandard street for free allowing all the homeowners in <br />the City to share in the cost of that replacement. Mayor <br />Benson expressed concern regarding the term "current city <br />standards ". He noted that standards do change. Mr. Bisel <br />asked how would the City recover money to rebuild these <br />roads? There was further discussion regarding some streets <br />that were built quite some time ago that do not meet current <br />city standards. Mr. Stahlberg noted the potential for some <br />of the same problems experienced by Centerville. Their <br />citizens were assessed for a street and the street <br />PAGE 10 <br />
