comittment to the upgrading and maintenance of our <br />community's roadways. 6.2 miles on 22 different roads will <br />be sealcoated in 1988. <br />Finally in 1988 MNdot will be starting a major speed limit <br />sign study in Lino Lakes. This will enable us to install <br />speed zone signs on many rural roadways in the community. <br />In 1987, the City of Lino Lakes worked with 1.5 million <br />dollar budget. Last year saw the State Legislature freeze <br />Local Government Aid to cities. Cities are critically <br />dependent on State funding. The factors of inflation, the <br />increased cost of State and Federal mandates, and the large <br />reductions in federal aid were ignored in 1987 when the <br />Legislature decided to freeze Local government Aid payments. <br />In light of these revenue reductions, and State program <br />mandates, the City did not increase it's mill rate for 1988. <br />It will continue to provide quality services with nor <br />compromises in any department. We will maintain the <br />enforcement of our capital improvement programs which call <br />for new equipment in Public Works, Police, and technological <br />upgrading in the administraive offices. <br />The Legislature is in the process of reviewing the present <br />homestead credit laws. The reduction of these credits are <br />being discussed as an option to solve some of the states <br />financial problems, and funding of new programs. I feel it <br />is critical to maintain the homestead credit system for our <br />
