230 <br />residents, and refuse to accept an additional state tax <br />increase for local municipalities to shoulder and pass on to <br />the city's businesses and residents. <br />We will monitor this issue very closely and assure our <br />residents of a strong lobbying effort with out legislators <br />to protect the homestead credit program as it exists today. <br />In 1987, the City floated a $1.6 million dollar Improvement <br />Bond Issue in order to provide utilities to new area <br />developments. City growth made it necessary for us to add <br />an additional police officer, a secretary in the <br />administrative offices, and a city planner. Even in light <br />of the increase in demands for services, we were able to <br />show a $126,000.00 increase in our general fund reserve <br />which now totals approximately $510,000.00. The city's <br />overall financial position is very strong at the present <br />time. <br />In addition to the everyday projects, the City also became <br />involved in a number of other worthwhile projects in 1987. <br />The Anoka County Traveler is a service funded by Lino Lakes <br />and surrounding communities, administered by Anoka County, <br />and is designed to provide free rides to area seniors. <br />Surface water management has always been a concern when <br />dealing with development in Lino Lakes. The City has <br />designed a program whereby contour maps are acquired <br />annually. Over a period of years a City wide system will be <br />
