No. 12701 -002 <br />Routing: <br />The City of Lino Lakes has received an application for a Preliminary Plat, labeled as Justin's Preserve. The <br />proposed plat essentially splits an existing 14.15 acre parcel of property into two residential lots of 2.23 acres <br />and 11.79 acres respectively. It is proposed that an existing single family home will remain on the larger <br />parcel, and that a new single family home will be constructed on the smaller lot. The property is located <br />along the south side of Baldwin Lake <br />The following documents have been provided: <br />1. Existing Conditions and Preliminary Plat by E.G. Rud and Sons, Inc., dated November 7, 2003. <br />2. Preliminary Grading, Drainage, Erosion Control, and Utility Plan by Plowe Engineering, Inc., dated <br />November 7, 2003. <br />Ordinary High Water Level (OHWL) determination by Piowe Engineering, Inc., dated November 7, <br />2003. <br />The following review comments are provided: . <br />1 The proposed subdivision will require the review and approval of the Rice Creek Watershed District <br />(RCWD). Rules indicate that any subdivision of property over 5 acres in size requires a permit from <br />RCWD. <br />2. A first floor elevation (H4±) of 890.0 is proposed. A low floor lowest opening elevation of 989.6 is <br />provided on the plan, and appears to be in error and must be revised accordingly. The 100 -year high <br />water elevation of Baldwin Lake is identified as 885.30 according to the survey provided. The City's <br />minimum building elevation floor elevation (including basement), must be the greatest of the <br />following: :2 feet above the design flood elevation, 4 feet above the water table, or 1 foot higher,than <br />the emergency overflow elevation. The elevations provided therefore would meet requirements <br />:: based on Baldwin Lake flood elevations. However, the groundwater elevation is not known, and the . <br />lowest floor elevation would need to be 4 feet above the water table as required.
