AGENDA ITEM 7A <br />STAFF ORIGINATOR: Mary Alice Divine <br />DATE: 1/12/04 <br />TOPIC: Resolution No. 04 -04 Authorizing Application for Community <br />Development Block Grant <br />Vote Required: Simple majority <br />BACKGROUND: <br />The Anoka County Housing and Redevelopment Authority is soliciting <br />applications from Anoka County public agencies and nonprofit organizations for <br />2004 Community Development Block Grant Program (CDBG) Funds. Eligible <br />activities include funds for construction of neighborhood facilities that meet the <br />objectives of the program, which include benefiting youth, strengthening <br />communities and improving quality of life. <br />One of the city's objectives when partnering with the YMCA to build the Chain of <br />Lakes YMCA was to provide a teen center that would be available to all area <br />youth. A 2,000- square foot center is being planned to include cardiovascular and <br />muscle- strengthening equipment appropriate for teenagers, billiards and Ping <br />Pong tables, computers with Internet access, and access to a kitchen and snack <br />bar. This center has the potential to serve up to 1,000 teens. This component of <br />the new YMCA will ensure that youth and teens are included in the development <br />of our town center and will help to strengthen the goal of making this <br />development a lively, intergenerational community. <br />This year $1.3 million is available through, the CDBG program. This resolution <br />authorizes city staff to make application on behalf of the YMCA for $300,000 for <br />construction of a Youth and Teen Center. <br />OPTIONS: <br />1. Adopt Resolution No. 04 -04 Authorizing Application for a Community <br />Development Block Grant <br />2. Deny the Resolution <br />RECOMMENDATION: <br />Option 1 <br />
