Studenski, City Engineer <br />COUNCIL MEETING DATE: January 12, 2004 <br />TOPIC: <br />Resolution No. 04 -07, Authorizing Preparation of Plans and <br />Specifications for Birch Street/Hodgson Road Improvements. <br />VOTE REQUIRED: Simple majority <br />BACKGROUND: <br />In November of 2002, the City received a project review letter, from Anoka <br />County, identifying the minimum required improvements for CSAH 49 (Hodgson <br />Road) and CSAH 10 (Birch Street) to facilitate the development of Spirit Hilis <br />Commercial Center as well as the Miller's Crossroads site <br />A feasibility study was prepared and the layout was reviewed with Anoka County. <br />The cost of the temporary signal and street improvements is estimated at <br />$650,000.00. The costs have been discussed with the two developers and the <br />County. The cost split would be $260,000.00 for Spirit Hilis Commercial Center, <br />$340,000.00 for Miller's Crossroads, and $50,000.00 for Anoka County. <br />It is staffs recommendation to authorize the preparation of plans and <br />specifications in the amount of $62,000.00 for the temporary signal and street <br />improvements contingent on receipt of a Petition and. Wavier Agreement from <br />the two respective Developers. Anoka County is currently preparing a Joint <br />Powers Agreement regarding their portion of the temporary signal costs. <br />OPTIONS: <br />1. Adopt Resolution 04 -07, Authorizing the Preparation of Plans and <br />Specifications for Birch Street/Hodgson Road Improvements. <br />2. Return to staff for further review. <br />RECOMMENDATION: <br />Option No 1 Staff recommends that Resolution No 04 -07 be adopted. <br />
