Legacy at Wood's Edge Record of Decision <br />City of Lino Lakes <br />February 2004 <br />Hazardous Waste <br />A Phase I Environmental Site Assessment was completed for the site in May <br />2003. The assessment revealed the following environmental conditions in <br />connection with the site: <br />Two above- ground storage tanks, likely holding petroleum products, are <br />currently located and in use along the north end of the site; <br />An area of cars and miscellaneous vehicles are located on the northeastern <br />portion of the site; and <br />The northern portion of the site has been used as a sandblasting facility for <br />approximately 25 years. <br />The aboveground storage tanks will be removed as part of the development and <br />remedial action will be taken if necessary. Further evaluation of the soils in the <br />vicinity of the aboveground storage tanks and the vehicle storage area will be <br />conducted to determine if any petroleum releases have occurred or whether past <br />land uses may have adversely impacted the soils on the site <br />The proposed commercial and residential developments are not expected to <br />have petroleum or oil storage tanks. The land uses associated with the <br />commercial development are expected to be retail and /or restaurant types of <br />uses. <br />Traffic <br />AM and PM Peak Hour trip generation rates were developed for the proposed <br />development as well as the existing facilities (City Hall complex, Fairview Clinic, <br />and Lino Lakes State Bank). Trips to /from each building were assigned to the <br />street system within the development. This provided a tabulation of traffic <br />volumes at various locations within the development, as well as at the <br />intersection of Town Center Parkway and Lake Drive. According to this analysis, <br />the Peak Hour traffic volume is 1,155 trips, which occurs from 4:30 -5:30 pm. <br />Based on the traffic analysis, a concept transportation improvement plan was <br />developed for the Town Center Parkway and Lake Drive intersection. On Town <br />Center Parkway, the plan includes three outbound lanes to separate left turn, <br />through, and right turning traffic and also includes two inbound travel lanes. <br />Signalization of this intersection would also be necessary to maintain acceptable <br />levels of service and provided a controlled pedestrian crossing. <br />According to the 2020 Traffic Volume Forecast in the Lino Lakes Transportation <br />Plan, traffic volumes on Lake Drive are anticipated to increase to over 17,000 <br />trips per day. Regardless of the proposed development, improvements to Lake <br />Drive are expected in the future. However, to accommodate the full development <br />of the Legacy at Wood's Edge Development, several additional improvements to <br />Lake Drive are being proposed.
