Legacy at Wood's Edge Record of Decision <br />City of Lino Lakes <br />February 2004 <br />the construction of two southbound left tum lanes between the intersection of <br />Town Center Parkway and the I -35W bridge. Furthermore, traffic signals at Town <br />Center Parkway and both ramps to I -35W are anticipated. To signalize the south <br />ramp intersection, the existing off ramp and on ramp intersections, which are now <br />separated, need to be aligned to a single intersection, which would require the <br />reconstruction of approximately 400 -feet of the northbound on ramp. <br />Ultimately, the capacity on Lake Drive past the Town Center Parkway <br />intersection will need to be expanded. This will require additional lanes on Lake <br />Drive and the reconstruction of the I -35W bridge. Turn lanes will be necessary at <br />the interchange ramps to accommodate future traffic as well as full build -out <br />traffic from the Legacy at Wood's Edge Development. In the interim, between the <br />reconstruction of the bridge over l -35W and the development of portions or all of <br />the proposed development, an intermediate intersection needs to be developed <br />that has been described above. <br />The traffic volumes for the year 2020 along with full build -out of the proposed <br />development, have been used in a traffic simulation model. Results of the traffic <br />simulation as it relates to the regional transportation system have been shared <br />and discussed with Mn /DOT and the Anoka County Highway Department. This <br />information will also be shared with the Met Council <br />Construction Impacts <br />Temporary construction related impacts such as dust, odors, and noise have <br />been considered. There are a relatively small number of residences located <br />immediately south of the site that could experience temporary impacts resulting <br />from construction activities. However, considerable effort will be made to <br />minimize impacts on these residences. <br />Dust is likely to be generated by equipment during times of construction. Dust <br />generation will be minimized by enforcing best management practices, which <br />may include: 1) minimizing the periods and extent of areas being exposed or <br />graded; 2) watering construction areas and haul roads during periods of high <br />winds or high levels of construction activity 3) minimizing the use of vehicles on <br />unpaved surfaces and 4) covering and/or spraying material piles and truck <br />loads. <br />Temporary odors may be generated by exhaust from engines engaged in <br />construction activities. All equipment will be properly equipped to control odor <br />emissions. <br />Noise will be generated during the construction of the public improvements (e.g. <br />roads, sewer, water) and residential and commercial /office buildings in the <br />development. City ordinance regulates the daytime hours of construction to <br />minimize noise impacts to sensitive receptors on adjacent properties.
