A well - designed, safe and functional roadway system will be a key component to <br />the success of this project. We appreciate your willingness to work with us on these issues. <br />With respect to the EAW information, our major concerns, of course, are the roads, from safety, <br />capacity, and funding points of view. These concerns include: <br />• c rentiy. the County does not have any improveooents planned to CSAH 23 (Lake <br />Drive), nor are any scheduled through 2015. <br />• While the 2020 Tragic Volume Forecast in the Lino Lakes Transportation Plan <br />anticipates volumes on CSAH 23 to increase to over 17000 trips per day" (EAW <br />pg. 23), the County's 2015 Transportation Plan anticipates volumes of 9,000 on the <br />southwest side of I.35W interchange in front of the development. <br />• Access management in the area between 1 -35W and the south project limits should <br />meet the County's Access Management Guidelines. Mn/DOT's guidelines may also <br />apply <br />• The development initiated improvements to the County Road system should be <br />designed in accordance with the guidelines for plat and site plan review in the <br />County's Development Review Process manual dated December, 2003. <br />• The City, County, and Mn /DOT, may wish to consider a short -, mid-, and long -range <br />programming and funding plan for the road improvements recommended in the <br />Affirmative Action! Equal opportunity Employer. <br />RESPONSE <br />1 The City of Lino Lakes Comprehensive Transportation Plan forecast traffic volume for Lake Drive /CSAH 23 <br />was based on 1996 ADT volumes. The 2002 Traffic Flow maps indicate the traffic volumes on Lake <br />Drive /CSAH 23 near Elm Street were 10,000 trips per day. The 2002 map may include traffic counts from <br />year 2000 and probably does not reflect the growth in the Target/Kohls development area north of I -35W. <br />Therefore, the City believes the existing traffic volumes on the southwest side of the 1 -35W interchange <br />already exceed the Anoka County 2015 forecast volume of 9,000 trips per day. <br />2 The development will allow for the closure of one access point that currently provides access to Artic <br />Sandblasting Company. Additional access closures or restrictions will be pursued at the time capacity and <br />safety improvements are made to this portion of Lake Drive. <br />
