SEH MEMORANDUM <br />TO: Bob Moberg, PE, Project Manager <br />FROM: Heather Kienitz, PE, Transportation Engineer <br />DATE: February 11, 2004 <br />RE: <br />City of Lino Lakes <br />Legacy at Woods Edge — Traffic Operations Analysis <br />SEH No. A- LINOL0304.00 14.00 <br />Traffic operations were evaluated at three intersections along CSAH 23 (Lake Drive) in the City of Lino <br />Lakes. The evaluation was conducted to learn the operational impacts of the Legacy at Woods Edge <br />development and the proposed roadway improvements. The three intersections reviewed include: <br />• Lake Drive and Southbound I -35W Ramps <br />• Lake Drive and Northbound I -35W Ramps <br />• Lake Drive and Town Center Parkway <br />These intersections were modeled using traffic simulation software to determine traffic operations under <br />the existing and proposed geometrics and intersection control. The proposed improvements used for --the <br />analysis are shown on the preliminary plat that was submitted to the City in December 2003. These <br />improvements are considered to be interim until the Lake Drive bridge over I -35W can be replaced. PM <br />peak hour traffic volumes were used in the analysis because this hour experiences the highest traffic <br />volumes in the existing and forecast years. As part of the approval process on this project, Mn/DOT <br />required four sets of analyses: <br />Existing 2003 — Analysis of the existing geometrics, intersection control and traffic volumes was <br />used to establish baseline traffic operations. <br />• 2005 No -Build — Analysis of the existing geometrics and intersection control was conducted with <br />2005 forecast traffic volumes including full build -out of the development to determine traffic <br />operations at the year of opening if no improvements were made to the existing system. <br />• 2005 Build Analysis of the proposed geometrics, intersection control and 2005 forecast traffic <br />volumes including full build -out of the development was conducted to determine traffic <br />operations at the year of opening. <br />• 2010 Build — A "horizon year" analysis was required to determine the year at which the proposed <br />geometric and intersection control improvements would fail. Mn/DOT staff typically requires a <br />20 -year forecast for the horizon year analysis.
