City Council <br />Legacy at Woods Edge <br />March 8, 2004 <br />specifically to Chapter 4 Residential District Standards, due to the elimination of single <br />family residences within this area. Additionally, Chapter 3.8 Project Identity & Signage, <br />and Chapter 5, Public Improvement Standards have been removed. Signage <br />requirements will need to be completed and approved before final plan /final plat <br />approval and incorporated into the standards. The public improvement section was <br />removed because the City is designing all public improvements. <br />Master Site Plan <br />The Master Site Plan and its associated Site Development Summary provides the <br />framework from which development will need to conform to. The plan referred to as the <br />"Regulating Plan" within the development standards specifies the essential physical <br />features for the development including: <br />Streets <br />A minimum framework of streets is required as presented in the master plan. Town <br />Center Parkway, including the traffic circle, Village Drive and the roads surrounding the <br />"Community Green" have been established with specific design standards. The <br />proposed street layout is generally consistent with the Calthorpe Master Plan. <br />Build -to Lines <br />Build -to Lines define locations where buildings must be built within a certain distance of <br />the public right -of -way. Bringing building fronts close to the edge of streets enhances <br />the continuity, attractiveness and intimacy of pedestrian spaces. <br />The build -to line defines a location at which 1) a certain minimum percentage of the <br />block length must contain buildings, and 2) those buildings must be built within a <br />maximum distance from the right -of -way. <br />As represented by the building layout on the Master Plan, build -to lines extend along <br />Town Center Parkway, Village Drive, and around the Community Green. A minimum of <br />50 to 70 percent of the block must have buildings, parks, or plazas adjacent to the build - <br />to lines. In commercial and mixed use areas buildings may be setback no greater than <br />5 feet from the right -of -way line. In residential districts, buildings adjacent to build to <br />lines can be setback no further than 15 feet. <br />The proposed development conforms to these requirements. <br />Required Building Entries <br />The Regulating Plan identifies the location where major building entries must be <br />provided to create important pedestrian and visual connections. These entries are <br />located at important corners or intersections. An important entry provided for in the <br />proposed plan is located mid block on both sides of the community green.
