• AGENDA ITEM 6D <br />• <br />• <br />STAFF ORIGINATOR: <br />DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />BACKGROUND: <br />Mary Alice Divine <br />9/27/04 <br />Consideration of Resolution No. 04 -138 authorizing <br />application for a Metropolitan Council Planning <br />Assistance Loan <br />Simple majority <br />City staff has requested a scope, process and cost estimate from Dalgren, <br />Shardlow and Uban (DSU) to complete an Alternative Urban Areawide Review <br />for the I -35E corridor. DSU will be working with a consultant team that will include <br />Applied Ecological Services, URS Corporation, TKDA and the 106 Group Ltd, all <br />groups who have been involved previously in Lino Lakes with natural resources, <br />traffic analysis, engineering and cultural resources. <br />Staff is working with these groups to refine the scope and process, and <br />anticipates the final cost of the AUAR, which may take up to a year to complete, <br />in the range of $250,000. Potential funding sources include Hardwood Creek, <br />LLC, (the development team working on a master plan for the 360 -acre parcel on <br />35E), Anoka County, the city's surface water management and trunk utility funds, <br />and community development department budget. <br />The Metropolitan Council offers planning assistance loans for completing <br />activities within the city that encourage effective planning and create more livable <br />communities, and that implement the Council's regional development framework. <br />This resolution authorizes application for a loan in the amount of $75,000 to be <br />used as a funding source for completing the AUAR. Loans are interest free, and <br />not to exceed three years, although exceptions can be made to extend the loan <br />to five years. The loan would be repaid through an area charge to developers as <br />development along the corridor takes place. <br />OPTIONS <br />1. Adopt Resolution No. 04 -138. <br />2. Do not adopt the resolution and direct staff to find an alternative source of <br />funding for the AUAR <br />
