AGENDA ITEM NO. 5A <br />• STAFF ORIGINATOR: Tim Hillesheim, Utility Supervisor <br />COUNCIL MEETING DATE: October 25, 2004 <br />TOPIC: Public Hearing, Consideration of Resolution 04 -144, <br />Accepting WellHead Protection Plan <br />• <br />• <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />The Federal Safe Drinking Water and Minnesota Groundwater Protection Acts have <br />mandated that all municipal well operators develop a Wellhead Protection Plan. The <br />purpose of the plan is to address the long term and chronic health effects of human <br />caused contaminates to the groundwater supply. <br />The first part of the plan was completed in July of 2001 and encompasses the <br />delineation of the Wellhead Protection Areas (WHPA) and the vulnerability assessments <br />of each well and its corresponding Drinking Water Supply Management Area (DWSMA). <br />Municipal wells 1, 3, and 4 were determined to be non - vulnerable due to adequate <br />protection from confining layers between the aquifer and the land surface. Well 2, <br />however, lacks geologic protection and is considered to be vulnerable to potential <br />contaminants from the land surface. <br />The second part of the Plan requires the following: <br />• A review of the data elements. <br />• The results of the potential contaminant source inventory. <br />• A review of changes, issues, problems, and opportunities related to the public water <br />supply and the identified potential contaminant sources. <br />• A detailed discussion of the potential contaminant source management strategies <br />and corresponding goals, objectives, and action plans. <br />• A review of the wellhead protection program and alternative water supply <br />contingency strategy. <br />The information and data within part two of the Plan provide a basis for the development <br />of strategies to manage identified potential contaminant sources within the DWSMA of <br />each municipal well. Due to its vulnerable status, the emphasis of the Plan is to <br />address and manage the potential contaminant sources within the Well 2 DWSMA. The <br />Plan also introduces the educational opportunities for residents and businesses <br />pertaining to wellhead protection. The City of Lino Lakes has historically provided a <br />safe, reliable, and sufficient supply of high quality groundwater to its residents. It is the <br />City's intention, through the implementation of this Wellhead Protection Plan, to protect <br />the water supply for its residents well into the future. <br />
