• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 6C <br />Michael Grochala <br />December 13, 2004 <br />Consideration of Resolution No. 04 -182 <br />Authorizing Preliminary Design, Lake /I -35W <br />Interchange Improvements <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />As part of the Legacy at Woods Edge project, improvements to Lake Drive are <br />proposed that include signalization of the Lake Drive/Town Center Parkway intersection <br />and both interstate ramp intersections, realignment of the northbound I -35W ramp and <br />widening of Lake Drive. Because of the significant investment in these improvements <br />the City has been working with Anoka County and the Minnesota Department of <br />Transportation (Mn /DOT) to evaluate opportunities to include the interchange as part of <br />the project. <br />In April of 2004, the City Council authorized preparation of an Interchange Study to <br />evaluate existing conditions and the proposed ultimate improvements for Lake Drive <br />over I -35W. City staff and SEH, Inc., the city's consulting engineer, reviewed the report <br />with Mn /DOT and Anoka County representatives in September of 2004. The total <br />estimated cost of the interchange reconstruction, including the required improvements <br />to Lake Drive, is estimated at $7.64 million. Both Mn /DOT and Anoka County agreed <br />that the best way to increase the opportunities for state and federal funding is to move <br />forward with the project development. <br />As such, SEH, Inc. has prepared a proposal to complete the preliminary design of the <br />interchange and Lake Drive improvements, obtain Mn /DOT and Anoka County <br />approval, develop construction limits for right -of -way, complete the required <br />environmental review documentation and prepare the State Transportation Program <br />(STP) funding application. SEH has proposed to complete these services for a not to <br />exceed fee of $148,004. <br />City staff has discussed the proposal with Anoka County. They have concurred with the <br />project scope and will fund 50% of the engineering design.
