The wood piling method would cost approximately <br />$38,000.00 and the third method of laying sheeting would <br />cost over $100,000.00. <br />Mr. Bisel expressed disappointment because this problem was <br />not addressed when designing the utility installation. Mr. <br />Stahlberg explained how this problem occurred. <br />Ponds in Residential Areas - Mr. Reinert expressed concern <br />because some of the ponds in his area that should be <br />governed by a homeowners association are already turning <br />green. He recalled how the developer had explained to the <br />Council how the ponds will be maintained so that the problem <br />will not occur. Mayor Benson asked that the agreement with <br />the homeowners be researched and this information brought to <br />the Council. <br />Sewer and Water Rate Increase Public Hearing - Mr. Bisel <br />moved to set the public hearing for May 9, 1988 at 7:45 P.M. <br />Mr. Bohjanen seconded the motion. Motion carried un- <br />animously. <br />Mr. Bisel moved to set the following rate increases: <br />- Effective Second Quarter (July 1, 1988) Sewer Rate $36.00 <br />per quarter, User Fee $15.00 and Water Rate $1.10 per <br />1,000 gallons. <br />- Effective First Quarter (Janaury 1, 1989) Sewer Rate <br />$36.00 per quarter, User Fee $20.00 and Water Rate $1.20 <br />per 1,000 gallons. <br />- April 1, 1989 look at the cost of operation of the utilty <br />system and the possible increase in rates and then look <br />at the operation of the system every first quarter <br />thereafter. <br />Mr. Bohjanen seconded the motion. Motion carried <br />unanimously. <br />Progress Report of all Bond Funds - Mr. Marier had requested <br />that all debt funds be reviewed annually to determine what <br />percentage was completed and what the delinquent rate is for <br />each fund.
