1 <br />COUNCIL MEETING APRIL 11, 1988 <br />That the proposed improvement to the Lino Lakes Correctional <br />Facility Sewer and Water system be referred to Mr. Ron <br />Stahlberg for study and that he is instructed to report to <br />the Council with all convenient speed advising the Council <br />in a preliminiary way as to whether the proposed study is <br />feasible and as to whether it should be made as proposed or <br />in connection with some other improvement, and the estimated <br />cost of the improvement as recommended. <br />Adopted by the Council of the City of Lino Lakes this <br />eleventh day of April, 1988. <br />Marilyn <br />NO/ <br />e am n <br />. Anderson, Clerk - Treasurer <br />enson, Mayor <br />CONSIDERATION OF GRANTING A FRANCHISE TO NSP FOR GAS AND <br />ELECTRIC UTILITIES - DAVID SCHWARTZ <br />Mr. Schwartz introduced himself as manager of community <br />services for NSP and requested passage of the sample <br />franchise ordinances sent to the Council in their packets <br />for both gas and electric utilities. He explained that in <br />the past NSP always operated in communities under a <br />franchise agreement. In 1975 the Public Utility Commission <br />was formed and franchises were not pursued. Now NSP feels <br />they must return to the use of franchises. <br />Mr. Schumacher did have City Attorney Hawkins review both <br />franchise ordinances. It was noted that the sample <br />ordinances were written by NSP and the League of Cities for <br />uniformity and conformity throughout the entire area. <br />Mr. Hawkins referred to Section 6, Subdivisions 1 and 3 and <br />explained that he felt this needed further consideration. <br />Mr. Reinert asked how this ordinance fits with North Central <br />or with Circle Pines gas franchises. It was explained that <br />the franchise used by North Central is the same in all <br />communities however, it may not be the same as NSP or Circle <br />Pines. Mr. Schwartz explained that all communities are <br />offered the same franchise however, some communities have <br />not adopted the ordinance as presented and are on hold. <br />PAGE 9 <br />011 <br />
