012 <br />COUNCIL MEETING APRIL 11, 1988 <br />There was further discussion on Section 6, Subdivision 3, <br />relocating cables. Mr. Schwartz noted that he has never <br />heard of a cable having to be moved more than once in ten <br />years in any community. There was further discussion on the <br />correct placement of cables. Mr. Stahlberg explained that <br />permits are required and drawings showing the locations of <br />the cables accompany the permit. Mr. Schwartz explained <br />that sometimes other utilites use their slot and they are <br />forced to move elsewhere. He noted that they are also <br />trying to coordinate work with other utilities in joint <br />trenches. Mr. Stahlberg asked Mr. Hawkins if the City could <br />require joint trenching. Mr. Hawkins did not know if the <br />ordinance could be upheld. <br />Mayor Benson asked if there is any financial benefit to the <br />City from these two franchises. Mr. Schwartz explained that <br />NSP does pay personal property taxes to each community. <br />Mayor Benson said that the Council would review the two <br />ordinances. He asked that the gas franchise be compared to <br />the North Central franchise and the differences noted. Mr. <br />Hawkins suggested that since the new proposed 1990 North <br />Central franchise is available it should be used for <br />comparison rather than the present franchise. Mayor Benson <br />also asked to pursue putting in all utilities at one time. <br />Mr. Schwartz said that NSP probably would take issue against <br />such a requirement. <br />Mr. Hawkins was also asked to compare the proposed NSP <br />franchises to the Anoka Electric and cable T V franchises. <br />This item will be on a future agenda. <br />ENGINEER'S REPORT - RON STAHLBERG (CONTINUED) <br />Resolution No. 24 - 88 Ordering Acquisition of Right -of -Way <br />for the 1988 MSA Project - Mr. Stahlberg showed the Council <br />on a map what parcels would be needed for right -of -way <br />purposes. Mr. Reinert moved to adopt Resolution No. 24 - <br />88. Mr. Bisel seconded the motion.
