154 <br />COUNCIL MEETING AUGUST 8, 1988 <br />The regular meeting of the Lino Lakes City Council was <br />called to order by Mayor Benson at 7:12 P.M., August 8, <br />1988. Council Members present: Neal, Bisel, Bohjanen, <br />Reinert. Council Members absent: None. City Attorney, <br />Hawkins; Engineer, Stahlberg; Building Inspector, Kluegel; <br />Chief of Police, Campbell; Planner, Miller; Administrator, <br />Schumacher and Clerk- Treasurer, Anderson were also present. <br />CONSIDERATION AND APPROVAL OF MINUTES <br />Mr. Bohjanen moved to approve the minutes of July 25, 1988 <br />as presented. Mr. Bisel seconded the motion. Motion <br />carried with Mayor Benson abstaining. <br />CONSIDERATION AND APPROVAL OF DISBURSEMENTS <br />July 30, 1988 - Mr. Bisel moved to approve these <br />Disbursements as presented. Mr. Neal seconded the motion. <br />Motion carried unanimously. <br />August 30, 1988 - Mr. Bohjanen moved to approve these <br />Disbursements as presented. Mr. Reinert seconded the <br />motion. Motion carried unanimously. <br />OPEN MIKE <br />Richard Matzke, 482 Main Street - Mr. Matzke referred to the <br />July 25, 1988 Council meeting regarding the passage of <br />assessments for the Main Street Improvement. He asked the <br />Council to reconsider levying the assessments. He explained <br />that he did not know what he had been assessed for since <br />curb and gutter does not abutt his property. He asked how <br />he would be assessed if curb and gutter were installed <br />abutting his property in five or ten years in the future. <br />He also noted that Main Street is used by a large number of <br />people who do not own property along the street. He asked <br />why the entire City is not assessed for the street or why <br />the County did not pay all the costs. Mayor Benson <br />explained that this was taken into consideration and that is <br />why the County paid for 95% of the improvement. Mr. Hawkins <br />explained that Mr. Matzke cannot be assessed for the same <br />improvement unless it is worn out. Mr. Stahlberg explained <br />that the assessment for the Main Street Improvement was <br />calculated in the same manner as for 4th Avenue. <br />PAGE 1 <br />1 <br />
