1 <br />1 <br />1 <br />COUNCIL MEETING <br />AUGUST 8, 1988 <br />Mr. Matzke asked that he be sent in writing exactly what he <br />was assessed for and why he was assessed. He said he did <br />not mind paying an assessment but felt he should get <br />something for it. He reminded the Council that he voted <br />them in to protect him from such assessments. Mr. Matzke <br />also asked why the Council did not send someone out to tell <br />the people that they were facing an assessment. Mayor <br />Benson explained that three public hearings were held and <br />each property owner was notified of the meetings. Mr. <br />Matzke asked if a survey was taken of the property owners <br />asking if they wanted the street widened and improved. <br />Mayor Benson explained how the improvement was presented by <br />the County to this Council. No one was asked if they wanted <br />it including the Council. <br />Tom Caron, 1325 Main Street - Mr. Caron told the Council <br />that this was not an improvement and explained that a <br />culvert was installed improperly and now when it rains he <br />has a lake near his driveway. He asked the Council to come <br />out and view his property. Mr. Caron said the assessment he <br />received was too much for one family. Mayor Benson asked <br />that the County Engineer be contacted and have the problem <br />corrected. Mr. Stahlberg said he would look at this area. <br />CONSIDERATION OF REQUEST TO RE- ESTABLISH A SUPERVISORY <br />POSITION IN THE POLICE DEPARTMENT, CHIEF CAMPBELL <br />Chief Campbell explained that until about four years ago <br />there was a Sergeants position in the Police Department and <br />he is requesting that this position be re- established on a <br />six months trial basis. After the expiration of the six <br />months, the position can then be evaluated. Chief Campbell <br />noted that the Police Task Force had recommended this action <br />and although it is not budgeted he felt he could rework some <br />areas of his budget, especially in the part time officer <br />category to find enough funds for this position. He asked <br />that this position be funded in the 1989 Budget in event <br />that the six month evaluation is positive and the position <br />remains part of the Police Department. <br />Mayor Benson asked why this request is coming in the middle <br />of a year and not at budget time. He said it seemed unusual <br />unless there is an emergeny. Chief Campbell explained that <br />he has assumed 24 hour responsibilty for the entire <br />Department and is feeling the affects of it. He asked for <br />help for the weekends and nighttime periods. <br />PAGE 2 <br />
