Benson, Mayor <br />ATTORNEY'S REPORT - BILL HAWKINS <br />Consideration of Ordinance No. 08 - 88, Second Reading, <br />Deferment of Special Assessments - Mr. Schumacher explained <br />that at the first reading for the ordinance, the Council <br />expressed concern regarding Subdivision 1C and 1D. He has <br />checked with the cities of Shoreview and Blaine and with <br />HUD. He has found a variety of policies in these two areas <br />with some communities using dollar amounts and some using <br />percentages of adjusted annual income. There was a question <br />on how the information given by the applicant could be <br />verified. Mr. Hawkins said the Council must rely on the <br />applicant to be truthful. <br />Mr. Bisel moved to have the staff and attorney prepare <br />another proposal to items C & D on the percentage basis for <br />the next Council agenda. Mr. Neal seconded the motion. <br />Motion carried unanimously. <br />CONSIDERATION OF DISTRICT MEMORIAL HOSPITAL AMBULANCE <br />SERVICE REQUEST TO FORGIVE RENT AND UTILITY PAYMENT - RANDY <br />SCHUMACHER <br />Mr. Schumacher explained that a request was received from <br />DMH for forgiveness of rent and utility payments. A <br />Istatement for the 2nd quarter of 1988 has been prepared and <br />a copy is included in the packet.
