COUNCIL MEETING MARCH 13, 1989 <br />Mayor Benson thanked Mr. Ross for his report. <br />POLICE DEPARTMENT REPORT - CHIEF CAMPBELL <br />Sergeant Probation Report - Chief Campbell explained that on <br />August 8, 1988 the Council reinstated the Sergeant's position <br />in the Police Department. This position was to be reviewed <br />by the Council in six months. <br />The purpose of the Sergeants position is to insure proper and <br />continued supervision for all shifts within the Department. <br />This position was monitored and evaluated and Sergeant Cliff <br />Ross has functioned in a commendable manner. Chief Campbell . <br />recommended that this become a full time position in the <br />Police Department and Sergeant Ross continue in this <br />capacity. <br />Mr. Bisel asked if Chief Campbell how the other officers look <br />at this position. Chief Campbell explained that he has <br />discussed this with all the officers during evaluations and <br />finds there are no problems. <br />Mayor Benson asked Chief Campbell where he though future <br />growth would be in the Police Department. Chief Campbell <br />explained that he is considering another officer since the <br />population of the City is growing very fast. He said he also <br />hopes to add another sergeant's position at the patrol level. <br />Mr. Neal asked if the sergeant's position was similar to an <br />assistant Chief of Police. Chief Campbell said no, the <br />sergeant is a street officer with supervisory duties. <br />Ideally, in the future, there will be a sergeant on every <br />shift. <br />Chief Campbell recommended to the Council that they amend the <br />sergeant's position to a fulitime permanent position. <br />Mr. Bisel asked about the compensation for this position. <br />Chief Campbell explained that currently the sergeant is <br />receiving $125.00 per month over the top patrol salary. He <br />noted that he has budgeted $150.00 per month over top patrol <br />salary for 1989. <br />Mr. Bisel moved to approve the request of Chief Campbell to <br />move the sergeants position to a full time position. Mr. <br />Bohjanen seconded the motion. Motion carried unanimously. <br />Operations Administrative Officer - Chief Campbell explained <br />that there is a need within the Police Department for an <br />officer to cover and oversee various operations and <br />administrative functions. This position would provide <br />continuity and help acheive the goals of the Crime Watch <br />- Program. These duties would be in addition to the normal <br />patrol assignments and would require computer certification <br />
