CITY COUNCIL <br />AGENDA ITEM 4A <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br />MEETING DATE: November 10, 2014 <br />TOPIC: Public Safety Captain Promotion <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Lino Lakes Public Safety Department is requesting council approval to promote Sergeant <br />Wayne Wegener to the rank of Public Safety Captain. <br />BACKGROUND <br />On August 1, 2014, Captain Kent Strege retired from the Public Safety Department. As part of <br />the fire integration process, the Public Safety Department (PSD) reorganized the command <br />structure to included one Public Safety Captain. This position will provide leadership and <br />management in both Police and Fire Divisions of the Public Safety Department. <br />The PSD conducted a Captain promotion testing process which included: <br />1. Application <br />2. Background & Experience Evaluation <br />3. Leadership Assessment <br />4. Oral Interview <br />This promotional process has been extensive and has identified Public Safety Captain <br />candidates that will continue the proud tradition of providing high quality public safety <br />services. <br />The 2014 Approved Budget is funded for 25 sworn positions, which included 2 Captain <br />Positions. The promotion of the Public Safety Captain will complete the <br />management/leadership changes articulated in the Springsted Fire Feasibility study. Approval <br />of this request will not result in an increase to the 2014 personnel cost for the police <br />department. This position has been included in the 2015 Public Safety Department budget <br />request. <br />RECOMMENDATION <br />Staff recommends the Council approve the promotion of Sergeant Wayne Wegener to Public <br />Safety Captain effective November 16, 2014. <br />ATTACHMENTS <br />None <br />
