CITY COUNCIL <br />AGENDA ITEM 4B <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br />MEETING DATE: November 10, 2014 <br />TOPIC: Sergeant Promotion <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Lino Lakes Public Safety Department is requesting council approval to promote Officer <br />Mitch Demars to the rank of Sergeant. <br />BACKGROUND <br />As part of the fire integration process, the Public Safety Department (PSD) reorganized the <br />command structure to included one Public Safety Captain. The promotion of Wayne Wegener <br />to Public Safety Captain (previous agenda item) created a vacancy at the Sergeant rank. If <br />approved this promotion to Sergeant will bring the PSD to the full complement of 5 sergeants. <br />The police department has established a Sergeant Eligibility list to fill this vacancy. The <br />Sergeant promotion testing process included: <br />1. Application <br />2. Background & Experience Evaluation <br />3. Leadership Assessment <br />4. Oral Interview <br />This promotional process has been extensive and has identified sergeant candidates that will <br />continue the proud tradition of providing high quality public safety services. <br />The 2014 Approved Budget is funded for 25 sworn positions, which includes 5 sergeant <br />positions. The promotion of Officer Mitch Demars to Sergeant will bring the police to the full <br />complement of five Sergeants. Approval of this request will not result in an increase to <br />personnel cost for the approved 2014 or the requested 2015 budgets. <br />RECOMMENDATION <br />Staff recommends the Council approve the promotion of Officer Mitch Demars to Sergeant <br />effective November 16, 2014. <br />ATTACHMENTS <br />None <br />
