1 <br />COUNCIL WORK SESSION MAY 22, 1989 <br />A work session of the Lino Lakes City Council was called <br />to order by Mayor Benson at 6:07 P.M., Monday, May 22, 1989. <br />Council Members present: Neal, Bohjanen, Bisel. Mr. Reinert <br />arrived at 6:35 P.M. Council. Members absent: none. City <br />Administrator Randy Schumacher and Clerk- Treasurer Marilyn <br />Anderson were also present. <br />The purpose of the work session is to review the 1989 Work <br />Plan. <br />Mr. Schumacher explained that he has taken the 1989 Work Plan <br />and has briefly reviewed the goals and will outline where he <br />presently is with the Plan. <br />PERSONNEL <br />The annual employee reviews are complete and the mid -term <br />reviews will be conducted during June. Mr. Schumacher and <br />Mr. Tesch have been working since February with a consultant <br />completing a non -union salary step program and would like to <br />schedule a work shop with the Council to review and adjust <br />this document along with both union contracts. A pay plan <br />will be included with the salary step plan. Mr. Schumacher <br />will discuss a date for the work shop with the consultant. <br />One possible date is June 5, 1989 between 4:00 P.M. and 7:00 <br />P.M. <br />With the addition of two new staff members there has been a <br />need to re- organize and update job descriptions. This will <br />be done in June and will be submitted to the Council for any <br />further adjustments. <br />Mr. Schumacher noted the adjustments in staff for the Police <br />Department and the Public Works Department. Also a secretary <br />has been designated for the Planning Department. <br />The Personnel Policy is also being updated. The Policy will <br />come back to the Council for further review or adjustment. <br />Both union contracts expire December 31, 1989. The 49n'rs <br />Contract has been re- opened and there is some negotiations <br />currently taking place. <br />The Affirmative Action Program is being monitored. The <br />original Plan indicated that the staff was short five female <br />employees. Two female employees have been added since the <br />adoption of the Plan. <br />Mayor Benson asked if Mr. Schumacher had constructed a form <br />for feedback from employees. Mr. Schumacher said the form is <br />complete and he will submit it to the employees in June. <br />Mayor Benson asked to have the Council review the form prior, <br />to giving it to the staff. Mr. Bisel said he would like some <br />input from the staff as to what items should be included in <br />
